The interscholastic athletic program provided in the Huntsville City Schools is for grades 7 through 12. In keeping with the philosophy of the Huntsville City Schools Board of Education that the primary goal of all school programs should be the development of worthy citizens, the interscholastic athletic program in the Huntsville City Schools shall be planned to provide opportunities for all students to develop a sense of fair play, exercise responsibility, and demonstrate good sportsmanship. The Board encourages participation by all students in appropriate extra-curricular activities.

Who was Milton Frank?
Milton Frank Stadium is a 12,000 seat multi-purpose stadium located at 2801 15th Ave SW, Huntsville, AL 35805, in Huntsville, Alabama. In 1949, ground was broken for the Milton Frank Stadium (which at the time was Huntsville Stadium), and it opened in 1962. Milton Frank had been a strong advocate for the need to build the stadium, chairing the drive to build it.
Mr. Milton Frank II was born September 5, 1910, in Nashville, Tennessee, the son of Amilton Frank and Alma Worthan Frank.
Milton was the husband of Zimmie Wise Frank (Born: March 15, 1912 Died: January 10, 2007) and the father of Morris Wethau "Buster" Frank (Born: February 5, 1941 Died: December 2, 1998) and Dr. Milton "Butch" Frank III (retired) of Georgia, both of whom played under Coach Bear Bryant at the University of Alabama.
Milton was a graduate of the University of Tennessee, where he played football. In 1934 after he graduated, he came to Alabama to be the head football coach and a teacher at Huntsville High School. Once he moved to Huntsville, he was a resident of this city until his passing away on April 10, 1967. He is buried at Maple Hill Cemetery in Huntsville.
During his tenure at Huntsville High School, he directed the athletics department, then resigned in 1946 to enter the jewelry business. He was a co-owner with his brothers, M.W. and Richard, of Rose Jewelry Store in Huntsville and Decatur, Alabama, as well as a store in Pulaski, Tennessee.
Milton Frank was a past president of Temple B’nai Sholom in Huntsville, and a member of the City Board of Education for five years before his death, serving as Chairman of the Board in 1966.
A few weeks before he died, the State Legislature changed the name of “Huntsville Stadium” to “Milton Frank Stadium” in honor of him.
In 1989, the Huntsville-Madison County Hall of Fame inducted Milton Frank as a member of the Hall of Fame.

Prohibited Bags
This procedure pertains to bags and is not an all-inclusive list of items that are prohibited from HCS facilities. Bags that are prohibited include but are not limited to:
- purses larger than a clutch bag, briefcases, backpacks, cinch bags, and fanny packs that are not clear and/or exceed the size restriction
- luggage of any kind
- computer bags/cases
- camera bags/cases
- binocular bags/cases
- any bag larger than the permissible size
Permitted Bags
Individuals are encouraged not to bring any types of bags inside HCS facilities during athletic events. However, the following types of bags are permitted:
- Bags that are clear plastic, vinyl or PVC and do not exceed 12" x 6" x 12";
- One-gallon clear plastic freezer bags (Ziploc bag or similar); and
- Small clutch bags, with or without a handle or strap, that do not exceed 4.5" x 6.5" (approximately the size of a hand).
- Exceptions will be made for medically necessary items after proper inspection at a designated gate.
The public will still be allowed to carry items such as binoculars and cameras inside stadiums, athletic fields, and gymnasiums in a permissible clear bag. Individuals may bring one large clear bag - either a one-gallon Ziploc style bag or the 12" x 6" x 12" clear bag - plus a small clutch that does not exceed 4.5" x 6.5". The small clutch allows privacy for small personal items and is easily searched.
Blankets are permissible during inclement weather and must be tossed over the shoulder or arm.
Individuals with proper credentials from Huntsville City Schools or a recognized media organization may be granted an exemption to bags that do not meet the guidelines. Bags will still be searched prior to entry, and only bags that pass inspection will be allowed into Huntsville City Schools facilities.
The new procedures took effect starting September 4, 2018.
Magnet & Transfer Athletes

The Academy for Academics & Arts, the Academy for Science & Foreign Language, and New Century Technology High School do not offer athletics. However, students at these schools may still participate in athletics according to the Home School Rule found below. AGT (Williams), IB (Columbia), and Lee High School all offer their own athletics programs which students are able to participate in.
Home School Rule
A student who attends a magnet school that does not offer interscholastic athletics may participate in athletics at the student's home school within the same school system if all eligibility requirements are met. The home school is based on the parents' residence. If a magnet school has athletics, the overlapping school rules apply (see below).
Determination of Undefined School Zones
School bus routes within county and city school systems establish the school zones used to determine athletic eligibility. When bus routes cross country or city boundary lines, these routes will establish the school zones used in determining eligibility if there is an agreement between the school systems involved.
Overlapping School Zones
A student whose parents reside in an area served by more than one school live in the school zone of each school, thus in overlapping school zones. A student who changes schools within these overlapping school zones is ineligible for one year at the new school. Note: A student that transfers from a school within these overlapping school zones remains ineligible for one year at any of the other schools within these overlapping school zones. This rule applies to IB students as well as magnet school students.

Transfer Rule
- A student that enrolls in one member school and later transfers to another member school shall not be eligible immediately
- A member school is one that is a member of the AHSAA (Alabama High School Athletic Association)
Exceptions
- Parents move from one school zone to another school zone
- Student transfers under Majority to Minority
- A student is eligible at a new school if they complete highest grade taught at a school and have not graduated
- After a student attends a school for one full calendar year then that student is eligible to represent that school
- A student that transfers from any non-member school to a member school is eligible at the beginning of a new semester

- Contact Assessment and Accountability at 256-428-6966 or by emailing Kimberly Collier or Scott Stapler after registration is complete, and then set up an appointment at the school to bring all documentation required.
- Be sure to completed AHSAA Homeschool Enrollment form.
- Please note - students must complete all registration and documentation within the first 20 days of the school year to be eligible to compete as a non-traditional athlete for their school unless they have just transferred from outside the school district.
- Contact School Counselor to set up an appointment to enroll at the school and select the elective class.
